Randolph County adopts 10-year solid waste plan; approves sublease with 121 Disposal

Chairman Derek Farr and the Randolph County Commission on Feb. 23 unanimously adopted the county's 2026 10-Year Solid Waste Management Plan (Resolution No. 2026-02C) and consented to a sublease of county transfer-station property to 121 Disposal Company, LLC (Resolution No. 2026-02B).
County Administrator Travis B. Heard opened the public hearing and explained the plan's legal process and preparation. He told the commission that "ADEM has approved the plan, contingent on adoption by the commission." The commission received one written comment from the Randolph County Solid Waste Authority before the hearing.
Woodland Mayor Scott Carter and Wedowee Mayor Tim Coe said they appreciated serving on the plan committee and that consultant Goodwyn, Mills & Cawood "did a very good job compiling a plan that is beneficial to the county and all municipalities." In contrast, Solid Waste Authority representatives Danita Nolen and Todd Freeman questioned the data used by the consultant and reiterated concerns from their written submission; Sherman Futral of 121 Disposal Company, LLC said he agreed with the Authority's concerns.
Commissioner Chris Lunsford moved to approve the sublease consent (Resolution 2026-02B); Commissioner Larry Roberts seconded and the motion passed with all present voting "aye." Commissioner Lunsford then moved to adopt the 10-year plan and submit it to the Alabama Department of Environmental Management; Commissioner Roberts seconded and the commission voted unanimously to adopt and submit the plan (Resolution 2026-02C). Commissioner Roberts also moved to approve the plan committee's meeting minutes and to abolish the committee because its task was complete; that motion carried unanimously.
The commission's actions make the plan the county's guiding document for solid-waste management through Dec. 31, 2035 unless amended, and transmit the adopted plan to ADEM for its files and any required follow-up. The record for the meeting includes the committee's written comments, the consultant's plan, and the commission's adopted resolutions.
