At its Feb. 12 meeting, the Emigration Canyon Planning Commission heard a short discussion about improving the code-update process and measures to reassure the public about ordinance revisions. Claire Gillmor requested that items be taken out of order and suggested adding a spreadsheet to the process to "quell concern," prompting a motion to change the agenda.
Gillmor said the commission needs "housekeeping in reformatting and editorial," and urged supervisors from each public body to assure residents that "nothing nefarious related to ordinance updates is going on" and to include a developed spreadsheet in the process to increase transparency. Her request to address items out of order and to move a closed-session item forward was moved by Commissioner Dale Berreth and seconded by Commissioner Andrew Wallace.
Commissioners then discussed the code-update process. The minutes record that the conversation focused on editorial reformatting and documenting the update steps so the public can follow changes. There was no extended debate recorded in the minutes beyond Gillmor's call for clearer documentation and a spreadsheet to track edits.
Commissioner Tim Harpst later moved to adjourn; Commissioner Wallace seconded the motion. The meeting adjourned at 10:30 a.m. Meeting minutes were later approved on March 12, 2026, with updates noted in the first paragraph of the minutes. Staff reports referenced in the minutes are available on the state website or from Planning & Development Services as noted in the meeting record.
