Board awards courthouse energy performance contract to Johnson Controls after competing presentations

Sioux County commissioners awarded a courthouse energy performance contract to Johnson Controls following vendor presentations and further review, while also receiving recommendations and technical input from Ameresco.
In February David Goebel of Ameresco and representatives from Johnson Controls answered questions about proposed updates to the courthouse heating and lighting systems; the board asked for more information. At a May 21 special meeting the board voted to award the Performance Contract to Johnson Controls by unanimous roll call.
Minutes show later discussion with Ameresco again in August: Ameresco and Johnson Controls had each answered questions at earlier meetings, and board members asked Johnson Controls for clarifications on contract language and procurement pathways. At the Aug. 1 meeting clerk and staff indicated the county would use National Cooperative purchasing consistent with Johnson Controls’ Sourcewell contract for contracted facility improvements when funds allow.
Commissioners recorded no protests or competing motions at the May award; the board continued to request technical clarifications and to collect contractor estimates for scopes of work. The minutes also record vendor recommendations and internal staff comments on local subcontracting and use of local contractors where possible.
Next steps: the board will finalize contract paperwork and monitor contractor clarifications; staff will request follow-ups and local subcontractor participation where feasible.
