Sioux County advances Montrose Bridge design with federal agreement and engineering costs

Sioux County officials moved the Montrose Bridge replacement forward with planning, agreements and preliminary engineering work during 2017 after repeated discussion across meetings.
Road Superintendent Gary Thayer and County Attorney counsel briefed the board on an updated Memorandum of Agreement (MOA) and statement of work. On Feb. 1, 2017 the board voted unanimously to sign the Federal Lands Highway agreement enabling design and engineering to proceed. The MOA was reviewed again in March and approved to continue project work.
The county’s finance records reflect recurring preliminary engineering charges billed to a Federal Funds Purchase Program Fund (entries recorded in the board claims for months including June–October 2017). Forest Service and federal partners indicated material support — including aggregate and possible riprap — and the Forest Service planned to spot-gravel roads and coordinate construction impacts. County staff also discussed bypass and detour options during construction.
Why it matters: the Montrose Bridge project is a multi‑year infrastructure replacement that requires interagency coordination and federal funding/engineering services. Signing the MOA and accepting preliminary engineering costs are necessary steps in moving from concept to design and eventual construction.
What’s next: the board will continue to review engineering invoices, funding agreements and construction plans; Forest Service and county staff indicated material and site-preparation support that could reduce local costs.
