On Aug. 18 the board approved Road Superintendent Jim Phipps’ recommendation to purchase a 2017 Caterpillar 140M3 grader priced at $226,500 with an extended warranty. The board subsequently opened and accepted motor grader bids and adopted Resolution 2021‑11 to approve and affirm execution of a lease‑purchase agreement with NACO Leasing Corporation as presented by placement agent D.A. Davidson.
The board’s actions included a formal motion to award the motor grader bid to Nebraska Machinery (recorded roll call votes were unanimous) and authorization to proceed with the financing structure. The recorded minutes show the board also accepted a disclosure statement engaging D.A. Davidson as the placement agent for the lease‑purchase transaction.
Road Supt. Phipps has been preparing specifications and supervising surplus and bidding processes for blades and other heavy equipment earlier in the year. The county recorded related claims and accounting entries in the Road & Bridge fund. The lease‑purchase resolution and award of the bid complete the procurement steps documented in the minutes through Sept. and Oct. 2021.
