Council approved an annual payment to AXON for body cameras of $15,411.54 (budgeted to 01‑513‑3000) after City Attorney James Hill said the purchase could be made without competitive bidding under a cited state provision. The council also approved purchases and repairs including Cross Match software from HID Global ($429.33), a windshield molding repair for vehicle #345 ($476.73), duty ammunition ($790.00), two front tractor tires ($988.24), one truckload (about 30 tons) of cold mix for road maintenance ($2,820.00), a hydraulic hose for the Hurst Rescue Tool ($750.00), the mayor's vehicle tires ($1,160.00), and the Fold3 Library Edition subscription from ProQuest LLC ($1,186.46). All these motions passed by unanimous vote as recorded in the minutes.
On personnel matters, the council approved hiring a non‑certified police officer and covering police academy costs ($3,500). The council also voted to advertise and hire a full‑time School Resource Officer; the SRO would be paid through the St. Clair County Board of Education (salary and benefits). City Attorney James Hill said a stipulation for the position was included in the budget. The SRO motion passed with Council Members Lynn Taylor and Nick Rutledge voting for the measure and Council Member Matt Morris recorded as abstaining.
Council Member Linda Crowe moved to allocate $14,500 from the ARPA fund to Moody Elementary School to clean, sanitize and repaint four entry/stair areas; the council approved the allocation unanimously. The council also approved an update to the city's pay scale to add a fire department lieutenant classification and to increase the starting pay for fire captain.
The meeting record shows these items were handled in largely routine fashion and carried by unanimous votes except where individual abstentions are noted. Mayor Joe Lee closed the meeting at 6:18 p.m.
