Moody City Council on Oct. 24, 2022, unanimously approved a series of routine personnel hires, equipment repairs and software purchases during a meeting that opened at 6:00 p.m. and closed at 6:07 p.m.
Mayor Joe Lee called the meeting to order. Council Member Matt Morris moved to approve the published agenda and the Oct. 10 minutes; both motions were seconded and passed with all present voting AYE. Mike Staggs presented several operations items, including authority to advertise and hire a full-time groundskeeper for the city park and approval to repair a Kubota Z-turn mower at a cost of $4,750.00 (Equipment Maint. 01-549-1000). Council Member Nick Rutledge moved to approve the groundskeeper hire; Matt Morris seconded and the motion carried unanimously.
Thomas Hunt presented public-safety–related software and vehicle maintenance requests. The council approved the purchase of Southern Software for the CAD system at $9,603.00 (new contract services item, 01-513-3000) and renewal of updated Southern Software licenses for $1,900.00 (Contract Services 01-513-3000). The council approved repairs to Unit #325 (steering components) from JB's Automotive for $2,569.61 (01-513-4502). Council Member Matt Morris made the motions on the software purchase and the Unit #325 repair; Lynn Taylor and Nick Rutledge provided seconds where recorded; all votes were AYE.
Larry Horton requested approval to pay this year’s contract for tank maintenance on the fire pump tank from American Tank Maintenance for $37,431.00; the request was noted as safety-related and budgeted from the Fire Tank account. Horton also requested a $775.00 purchase of medical supplies from BoundTree Medical (01-514-5200). Both items were approved unanimously.
Personnel and community-support items included a pay-scale update to add a Civic Center Events and Guest Service position (moved by Council Member Lynn Taylor, seconded by Nick Rutledge) and Mayor Joe Lee’s request to sponsor the Moody High School Band for uniforms and equipment at a cost of $10,000.00 (Mayor and Council Expense 01-510-1200); both motions passed unanimously.
Mayor Joe Lee presented Resolution R2022-10-24 to accept public streets in Creekview Subdivision for city upkeep and maintenance (streets only). The council approved the resolution but the acceptance is expressly contingent on the subdivision paying its required portion of funds; the resolution states the streets are not accepted by the city until that payment is received.
Steve Mitchell requested authority to install a new fuel pump and a fuel management system at city hall through Oil Equipment Co., with a quoted cost of $31,800.00 and an authorization not to exceed $35,000.00; the purchase is through a Sourcewell/state contract. Council Member Matt Morris moved to approve and Nick Rutledge seconded; the council voted AYE.
All formal motions recorded in the meeting passed by unanimous vote of those present. Mayor Joe Lee moved to close the meeting at 6:07 p.m.; the motion carried. The minutes of the meeting were later attested on Jan. 9, 2023, by Mayor Joe Lee and City Clerk Tracy L. Patterson.
