The Castle Dale City Council voted to adopt a yard‑sale/garage‑sale ordinance that defines garage, yard and estate sales, sets limits on frequency and duration, and requires sign removal. Ted Allen presented the ordinance, which defines an estate sale as a time‑limited public sale to liquidate household goods and limits garage/yard/estate sales to no more than four days every six months.
Council member Joel Dorsch proposed and the council accepted an amendment (labelled item F) to restrict signage: signs may be displayed no more than two days before a sale and must be removed immediately after the sale ends. Council member Joel Dorsch moved to approve the ordinance with the signage amendment; Council member Bradley Giles seconded and the motion passed unanimously.
The ordinance includes nuisance language and clarifies that sales must be at the residence of the owner of the goods, that sales operated more frequently or that create a nuisance should seek a business license, and that nonprofit or charity sales lasting four days or fewer are exempt. The council directed enforcement through fines for violations and indicated the code will be administered by city staff.
