The Newton City Council approved project documents and an administration agreement on June 1 for a $750,000 Community Development Block Grant (CDBG) awarded through the North Carolina Department of Commerce'Rural Economic Development Division to support scattered-site housing rehabilitation.
Project Manager Laurie Powell told council the grant, written by the Western Piedmont Council of Governments (WPCOG) in July 2020 and funded in November 2020, will "be used to rehabilitate up to fifteen (15) homes scattered throughout the City which have already been selected." The first five applicants were selected at the time of the application; the remaining ten were drawn from a waiting list. Powell presented required items including a Housing Assistance Policy, Relocation Plan, Section 519 Certification, Code of Conduct, Section 504 certifications and a procurement plan, and requested council adoption of a Project Budget Ordinance for the $750,000 grant and approval of a proposed WPCOG administration agreement (contract dates July 1, 2021'Dec. 31, 2023).
Council Member Ed Sain moved to approve all documents in connection with the 2019'2020 CDBG Scattered Site Housing Project; Council Member Jerry Hodge seconded the motion, and the council approved the package unanimously. The adopted documents and administration contract are on file in the City Clerk's office.
The project will be administered under the stated documents and the WPCOG agreement; council did not record any conditions limiting the scope beyond the selected applicants and waiting-list process described by staff.
