Newton council approves $124,000 engineering amendment after state disapproval of lake-dam plans

The Newton City Council on July 13 approved an engineering amendment to address state requirements for repairs to the city lake dam, authorizing an additional $124,000 for McGill Associates to perform geotechnical, hydrology and hydraulics studies and update emergency-action and operation-and-maintenance plans.
Public Works and Utilities Director Dusty Wentz told the council the city submitted plans in November 2020 for replacement of a failing cinder-block retaining wall atop the earthen lake dam but that the North Carolina Department of Environmental Quality disapproved the submission on May 20, 2021 and requested more information because the dam is classified as high hazard. The original agreement with McGill covered surveying, design and construction administration at $88,200; the amendment raises total engineering fees to $212,200, Wentz said.
Wentz said the additional studies and updated plans must be completed and provided to NCDEQ before the department will approve the project for construction. Council Member Jody Dixon moved the budget-ordinance amendment to fund Engineering Amendment No. 1; Council Member Jerry Hodge seconded and the measure was adopted unanimously.
City staff indicated the amendment covers only engineering and administrative work; construction will be put out to bid after NCDEQ approval. The next procedural step is completion of the state-required studies and resubmission of plans to NCDEQ.
