Newton City Council on Oct. 19 agreed to prioritize East 23rd Street for resurfacing in the FY2022 work plan after Council Member Jerry Hodge requested the street be moved up the list.
City Manager Todd Clark said Councilman Hodge’s request seeks council concurrence to list East 23rd Street as a priority for the fiscal year. Public Works Director Dusty Wentz told the council the job would require milling of the existing surface and replacement of stormwater drainage components. Mr. Clark said the project would consume the majority of the city’s paving budget for the year; Mr. Wentz and Mr. Clark also noted that the street’s place on the city’s paving list was likely around 25–30 before the priority change.
Council Member Jody Dixon moved to approve prioritizing East 23rd Street for FY2022 resurfacing; Council Member Jerry Hodge seconded. The motion passed unanimously.
Why it matters: Prioritizing East 23rd Street reallocates a substantial portion of the annual paving budget to a single project, which could delay lower-priority street work. The project includes milling and stormwater work, increasing scope and cost compared with a surface-only overlay.
Next steps: Staff will incorporate the project into the FY2022 program and report back on schedule and procurement; specific funding and timelines were not specified at the meeting.
