City Council approves McRee Development plan modification for Shady Lane, adding seven lots and second access

Newton City Council unanimously approved a modification to Phase 3 of the McRee Development at 516 E. 11th Street, increasing the number of single-family lots from 53 to 60 and adding a second access point to improve internal circulation.
Planner Alex Fulbright told the council the site, owned by Shady Lane Properties, LLC, covers 20.81 acres (Catawba County Parcel ID 3740-05-27-2607) and is zoned PD-H. The amended plan adds a second entrance via N. Davis Avenue in addition to East 11th Street and shows the relocation of a portion of the sewer line on the western portion of the site. "The modified plan meets the Planned Development Review Standards," Fulbright said.
Fulbright said utilities are available to the site and that fire hydrant placement and water system specifications will be addressed at the construction plan stage. He also noted the original McRee development plan dates to 1986 with later amendments; the first two phases—McRee Trace and McRee Heights—are built and this action addresses the remaining phase, McRee Pointe.
No members of the public spoke for or against the modification during the public hearing. The Planning Commission voted unanimously to recommend approval to the council.
Council Member Jody Dixon moved to close the public hearing and then moved approval of the plan modification; the motion was seconded by Mayor Pro Tem John Stiver and passed unanimously. The council did not attach additional conditions in the motion; staff will track construction-level utilities and fire protection details when construction plans are submitted.
The approval advances the developer’s ability to subdivide the parcel under the amended PD-H plan; staff stated they will return with construction documents and any required permit actions.
