Fulton County commissioners approve park lease, engineering contract and office purchases; reaffirm public defender hours

Fulton County commissioners met Feb. 17 and unanimously approved a slate of routine and project-specific actions, including a park lease for a summer festival, a small engineering contract tied to a Community Development Block Grant project, and several office expenditures.
Commissioner Randy H. Bunch called the meeting to order. After routine opening business, the board voted to approve the Feb. 10 minutes and to authorize payroll dated Feb. 20, 2026, for $126,643.71. The board also approved accounts payable dated Feb. 17, 2026, totaling $115,002.69, which the clerk’s ledger shows allocated across funds including $87,536.62 from the General Fund and $13,246.68 for 911 services.
The commissioners met with Public Defender Phil Harper and Administrative Assistant Cheryl Deshong to review office matters related to the Indigent Defense Grant. Commissioner Hervey P. Hann moved to reaffirm that the public defender’s salary will reflect a 40-hour workweek effective Jan. 1, 2026; the motion passed unanimously.
In project business, the board approved a McConnell Park lease submitted by the Fulton County Chamber of Commerce and Tourism to host the Strawberry Festival on June 11–13, 2026. The board also approved a contract with CES Engineering, LLC for engineering services on the Warfordsburg Senior Center CDBG project, capped at $15,000.
Commissioners retroactively authorized Chief Clerk Stacey M. Shives to sign a CDBG Exempt Status Determination and Mitigation Measures and Conditions Form. The board later approved a W.B. Mason purchase request from Domestic Relations Director Tina Gress for new office furniture totaling $6,467.15 to be paid from the Title IV-D Incentive Account, and approved a $4,340 invoice from Wessel & Company for CFO services for January 2026.
A proposed contract with Pressley Ridge for services for children was tabled by motion of Commissioner Steven L. Wible until additional information about the contract is provided to the board. The meeting included two executive sessions—one for personnel matters (entered at 8:33 a.m., exited at 8:59 a.m.) and one for legal matters (entered at 9:22 a.m., exited at 10:21 a.m.). Commissioner Bunch moved to adjourn at 11:22 a.m.; the motion passed unanimously.
The board did not record any roll-call vote deviations; each listed motion concluded with "all in favor."
