Fulton County commissioners adopt 2026 bylaws, confirm reappointments and committee assignments

Fulton County commissioners adopted the board's 2026 bylaws and approved a series of reappointments and committee assignments during their Jan. 6 reorganizational meeting.
The board voted unanimously to adopt the bylaws regulating the business of the Board of Commissioners “pursuant to provisions found in the County Code, the Act of August 9, 1955 (16 Purdon, Section 503 and 509 as amended).” Commissioner Randy H. Bunch moved for adoption; the motion carried with all in favor.
Commissioners also approved reappointment letters to the Bedford Fulton Joint Recreation Authority for Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031) to stagger terms, a motion introduced by Commissioner Steven L. Wible. The board approved a broad set of 2026 reappointments and service designations, which the transcript lists as including Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; county engineers Keller Engineers and CES Engineering; and the Pennsylvania Department of Agriculture as Sealer of Weights & Measures. Commissioner Hervey P. Hann moved to confirm the slate; the motion passed.
The board reappointed Amy Bishop as interim county treasurer for 2026 by a motion from Commissioner Wible; that motion also passed unanimously. Commissioners then designated committee and board assignments for the year, assigning commissioner representation to bodies such as the Permanent Salary Board, Assessment Appeals Board, Southern Alleghenies Planning & Development Commission committees, emergency management committees, and the Tuscarora Managed Care Alliance, among others.
The meeting record notes that commissioners held separate annual reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes are on file.
The board appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026 and approved an RBA invoice (see separate article on financial approvals). The meeting adjourned at 10:37 a.m.
