"If that audit were being released today, it would read the same," Oliver said, listing what she described as continued problems: dogs kept in 3-by-4-foot crates, closed intake, a failure to meet the city’s 95% live-release goal, retaliation against volunteers, and fractured relationships with rescue partners.
