Council postpones decision on East 11th Street cocktail‑lounge zoning amendments to Jan. 22, 2026

The council opened public hearings Dec. 11 on two requests (items 86 and 87) to make cocktail-lounge use a conditional or permitted use at 1201 East 11th Street. Planning staff recommended denial, noting that council ordinances adopted in 2022 had prohibited cocktail-lounge use at the site.
Roger Borgloutin, speaking for property owner Paul Stables, told council his review of ordinance language and Urban Renewal Board materials showed cocktail lounge remained a conditional use in Subdistrict 1 and that a drafting or interpretation error had removed the conditional use in the adopted material. He asked the council to restore or clarify the conditional-use status.
Councilmember Natasha Harper Madison raised procedural and legal concerns and asked city legal to clarify whether the council’s 2022 actions removed the conditional use. City legal responded that the 2022 ordinances made cocktail lounge conditional only on certain blocks (Blocks 16 and 18) and prohibited it elsewhere in Subdistrict 1. Given the record questions, Harper Madison offered — and the council seconded — a motion to postpone items 86 and 87 to Jan. 22, 2026, a date certain that does not require re-noticing.
The motion to postpone passed without objection.
Next steps: staff and council members will use the postponement period to review the ordinance record and legal materials, and the council will reconsider the items at the Jan. 22, 2026 meeting.
