The Sioux County Board of Commissioners met repeatedly in Harrison during 2014 and approved a series of routine property and tax matters, including recorded exemptions, permissive exemption applications, tax‑list corrections and building permits.
At the Jan. 2 meeting, Commissioners Kevin Lotton, Hal Downer and Joshua Skavdahl, together with County Clerk Michelle Zimmerman, approved a recorded exemption application submitted by Tom Serres and adopted Tax List Correction 2014‑1 to remove a mobile home reported by Cathy Brogdon. Lotton moved to approve the exemption; Downer seconded, and on a roll call the commissioners voted unanimously in favor.
On Feb. 3 the board approved a batch of Form 451 permissive exemption applications that included local churches, the Sioux County Historical Society, the Sunshine Senior Center, the Sioux County VFW Post and several other nonprofit and faith‑based organizations. The board also approved a renewal building permit for Nancy Kile and an exemption to split and reserve 3.828 acres for T.R. and Kay Hughes; all motions carried on unanimous roll call votes.
At the March 3 meeting the board approved a zoning‑board‑recommended exemption allowing Palm Farming Partnership to split off a 3.75‑acre parcel. On April 1 commissioners approved tax list corrections to remove property duplicated in Dawes County (related to Alan Holmgren) and to transfer ownership of a mobile home from Bryan Palm to Keya Paha Properties.
The board approved additional parcel splits and permits in subsequent monthly meetings: on May 1 an exemption for Joshua Smith to split parcels of 4.95 and 6.93 acres; on June 2 a building permit for Jeff and Diane Edwards to construct a house in Section 30, Township 25 Range 57; and on Sept. 2 Tax List Correction 2014‑7 to add personal property for Panhandle Acceptance Company (2013) and Building Permit 2014‑10 for Bordner and Mary Munson. Each item was described as previously reviewed by the planning commission or zoning board when applicable.
All routine motions noted in the minutes were approved by roll call votes with commissioners Lotton, Downer and Skavdahl voting yes; the minutes list Michelle Zimmerman as county clerk and recorder of the proceedings.
The actions update local ownership, correct duplicate personal‑property reporting and record standard permits; the minutes show no contested board votes or formal disputes in these agenda items. The board’s regular practice was to note prior planning or zoning approvals and then ratify them at the commissioners’ meetings.
