Sioux County approves conservation easement agreement with North Platte NRD
Summary

At its Dec. 1 meeting the Sioux County Board of Commissioners approved an Agreement for Sale and Purchase of Conservation Easement presented by Barbara Cross of the North Platte Natural Resources District (NPNRD).
Cross described the easement’s intention “to put 1,000 acres throughout the NPNRD back into the North Platte River,” explaining conservation planning that includes converting land to grass and allowing four inches of water for establishment. Attorney Edmund said the agreement appeared to align with county zoning ideals and described it as “pro‑agriculture.”
Bill Wilson objected to perpetual language in conservation easements, saying he disliked the “forever and ever” aspect and suggesting lawyers could craft more palatable phrasing; Cross and commissioners noted the agreement had prior planning commission approval. The board voted to approve the Agreement (motion by Hal Downer, seconded by J.W. Geiser; roll call Downer yes, Geiser yes, Skavdahl yes). The minutes record the motion carried.
The approval allows the NPNRD and the Schneider Trust to proceed under the terms presented; the minutes do not record additional conditions or a subsequent execution date in the county record.
The board adjourned shortly after the vote.
