The Duchesne County Planning Commission voted unanimously Jan. 7 to approve a conditional use permit for applicant Ken Richens following a staff presentation and commissioner questioning.
Duncan Kading, Planner I with the Community Development Department, told the commission that findings of fact are on file with staff and explained how the proposal is evaluated under the County’s conditional use criteria. Commissioners asked about the scope of the proposed operation, compatibility with the zoning district, potential impacts to surrounding properties and whether enforceable conditions could be attached to mitigate impacts. Kading told the commission that conditions of approval can be imposed and are enforceable, and that staff monitors compliance and addresses violations through the County’s enforcement process.
Ken Richens, the applicant, responded to commissioners’ questions and provided clarifications about the proposed use and operations. After discussion, Commissioner Connie Sweat moved to approve the conditional use permit subject to the recommended conditions; Commissioner Annette Miller seconded the motion. The motion passed unanimously.
