Sioux County Planning Commission backs six-month moratorium on renewable-energy permits, forwards resolution to county commissioners

At its Nov. 20, 2024 meeting the Sioux County Planning Commission voted to recommend imposing a six-month moratorium on renewable-energy (solar) permits so the county can review zoning regulations and consider updates to the comprehensive plan.
County Attorney Adam Edmund reported that the County Commissioners had requested the review. The commission adopted a motion by Jebb Ginkens, seconded by Cynthia Kaan, to put a six-month moratorium on renewable-energy permits and use that time to work on zoning regulations and the comprehensive plan. Roll-call votes recorded in the minutes were Phipps yes; Kaan yes; Howell yes; Ginkens yes; Skavdahl yes.
The minutes state a resolution would be presented to the County Commissioners at their Dec. 2 meeting for further action. The planning commission’s action was advisory — final authority for any moratorium or regulatory amendment rests with the County Board of Commissioners.
