Kilgore ISD board certifies tax-rate election results, adopts corrected 2025 property tax rate

The Kilgore Independent School District board on Nov. 17 certified the returns of the Nov. 4 voter-approval tax-rate election and unanimously adopted a corrected 2025 property tax rate.
The board chair opened the meeting at 5:15 p.m., confirmed a quorum and asked the board to appoint a temporary secretary pro tem because the regular secretary was absent. The board appointed John O'Triaque to serve as temporary secretary after a motion the chair recorded as by Mr. Waters with a second by Mr. Henson; the appointment was carried without objection.
The board then read unofficial vote totals from the Nov. 4 election. The totals presented at the meeting were reported as: Gregg County — 298 for, 526 against; Rusk County — 394 for, 634 against; combined totals read as 688 for and 1,160 against. After the totals were presented, a board member moved to approve the resolution canvassing the returns and declaring the results of the voter-approval tax-rate election. The motion was seconded and the board approved the canvass unanimously.
On the tax-rate adoption item the board reviewed a corrected version of the proposed 2025 rate that accounted for a previously reported 0.0004 discrepancy. A presenter recommended adopting the rate and provided the rate components, calling the change "a tax decrease." The presenter said the rate components were 0.6669 for maintenance and operations and 0.437787 for debt service and characterized the change as an approximately 4.36 decrease in M&O tax collections compared with last year. The motion to adopt the corrected rate was recorded in the meeting as made by Mrs. Tripp and seconded by Mr. Waters; the board voted unanimously to approve the corrected 2025 tax rate.
Trustees asked whether the 0.0004 correction had been applied to all figures and whether the adopted rate applied to tax year 2025. Staff and the presenter confirmed the corrected figure is the 2025 tax rate. Board members also asked about taxpayers who had already paid under prior figures; staff said any refunds, if required, would be handled by the appraisal district/assessor-collector and not by the district.
The chair said there were no further announcements and adjourned the meeting. Board members completed required signature forms immediately after adjournment.
