Kilgore ISD board amends District of Innovation plan to comply with 89th Legislature

The Kilgore ISD Board approved amendments to the district istrict of Innovation (DOI) plan so it aligns with statutory changes enacted by the 89th Texas Legislature. Miss Cox presented the recommended removals and edits, saying the district must preserve the original five-year DOI plan while making targeted amendments in response to legislative changes.
Miss Cox said the district took the proposed changes to the DEIC (District Education Improvement Committee), which voted unanimously to recommend the amendments. The board discussed the local-certification pathway and "Bulldog University" programs used to recruit, locally certify and retain staff who do not hold standard state certification.
"The amendment process requires two-thirds of the school board to vote in favor," Miss Cox explained; trustees then voted and the motion carried.
Trustees asked clarifying questions about local certification, training modules and how Bulldog University would support career pathways; Miss Cox described apprenticeship-style local certification, partnership efforts with UT Tyler and incentives to recruit staff back to the district.
Board action: Trustee Tritt moved to approve the DOI amendments as discussed; the motion received a second and passed with all members voting in favor (motion recorded as carried). The administration will submit the amended DOI plan to the commissioner and publish the updated plan on the district website.
Next steps: staff will file the amendment with the TEA commissioner and post the revised DOI plan on the district website per statutory requirements.
