Planning commission approves Beans and Brews drive-up window with safety, signage and barrier conditions

The Price City Planning and Zoning Commission voted Feb. 23 to approve a site-plan amendment allowing a drive-up window for Beans and Brews at 760 W Price River Drive. Associated Foods representative Jed Waldron was listed as the applicant.

Commissioners debated interior and exterior seating, the placement of the kiosk, pedestrian crossing paths across the parking lot, adequacy of parking stalls, visibility of fire lanes, and signage. Chair Jan Young read a set of conditions the commission required for final approval: lighting of customer and vehicle areas with LED fixtures during dark hours; no new shopping-center ingress/egress or traffic patterns; planning review and approval of business signage; compliance with Price City planning, public works and public safety directions; required building permits and inspections; a Price City business license prior to operation; compliance with the Creekview Shopping Center’s Common Area Management Agreement and Cross-Lot Access; an enclosed garbage dumpster with appropriate servicing; and specific menu-board and stacking-area markings, including painted red fire lanes and stop and pedestrian-warning signage.

The commission added a requirement that the applicant install “a row [of] bollards or other physical barrier type to separate parking stalls from [the] secondary vehicle stacking area.” The applicant acknowledged awareness of and intent to comply with the conditions. Commissioner Todd Thorne moved for approval with the added barrier requirement; Commissioner David Black seconded and the motion carried.

The applicant must obtain required building permits and a business license and comply with any fire-chief approvals for drive-up awnings before beginning operations.
