VIDOR ISD reports 'superior' FIRST financial rating, trustees accept report

VIDOR Independent School District officials on Oct. 13 told trustees that the district earned a 'superior achievement' Financial Integrity Rating System of Texas (FIRST) score of 100 out of 100 for the 2023–24 reporting year, and trustees voted to accept the required report.
Miss Crile presented the FIRST worksheet and explained that the district met critical TEA indicators tied to the annual audit, debt service and budgeting controls. She said the district’s audited general fund balance and unrestricted net assets were reported and that no indicators signaled fiscal distress.
"VIDOR received a superior achievement with a score of 100 out of 100," Miss Crile told trustees during the public meeting, adding that the district met the TEA thresholds that trigger additional oversight.
The presentation noted key checklist items: unmodified audit opinions, timely payments to creditors (TRS, Texas Workforce Commission, IRS), budgetary practices that avoid overspending, and acceptable administrative-cost and student-to-staff ratio ranges. The district also summarized the summary schedule data submitted under Texas Education Code 39.0822.
Trustee Carrie Vincent moved to approve the FIRST presentation as presented; Trustee Matt McPaine seconded the motion, which passed unanimously.
Under state rules, districts that receive FIRST ratings must hold a public meeting to distribute a financial management report and explain indicators; the board directed staff to post the report and supporting materials to the district website.
The district said it will continue required annual reporting and post the superintendent’s employment contract and other disclosures as required by statute.
