Council hears water-system repairs, pump-house progress and recommends valve isolation change order

The council heard a detailed water-department update including construction progress at the new pump house, a recommended change order to add an isolation valve, and an account of an overnight emergency repair to an 8-inch distribution line.
Agency official (speaker 2) said the pump-house construction is moving ahead: doors were mounted, grouting and plumbing work were under way and the well plumbing had been connected into the tank. He told councilors that the plumbing contractor recommended adding a valve to allow operators to isolate wells at the tank inlet; the agency official estimated such a valve could cost "5 or $6,000."
Chair and staff described a recent line failure: "last weekend, we had a valve break... Was losing 400 gallons a minute," Chair said, recounting that staff dug the line, fabricated a temporary plate and gasket and restored service after repairs. The council discussed ordering a full repair kit for the Muir-brand valve and constructing a concrete pad around valve boxes to prevent future damage.
Councilors offered to donate concrete, rebar and labor to help install the pad and avoid added cost. The council also asked staff to document any change orders and include the valve addition in the construction pay request process so the additional pipe and valve cost are captured in contract invoices.
