Katy ISD trustees approve instructional calendars and Merrill Center upgrades; deny Level 3 grievance

Consent agenda: Trustees approved a consent agenda covering items 9.1–9.16 with four items pulled for separate consideration (items 9.5, 9.6, 9.13 and 9.14). The motion to approve the consent agenda (with those items removed) passed 7–0.
Instructional calendars (items 9.5 and 9.6): After discussion about impacts on employees designated on 238‑day contracts, comp‑time options and the ways hourly staff could make up days, Trustee Miss Fox moved to approve the 2027–28 instructional calendar (item 9.5); the motion passed 7–0. Trustee Miss Champagne moved to approve item 9.6 (an amendment selecting option C); that motion also passed 7–0. In discussion, Superintendent Dr. Grigorski explained that historically 238‑day employees are expected to make up days through a variety of mechanisms (comp time, using vacation or personal days, or coming into district facilities on non‑instructional days) and that changing the salary basis would be an alternative with budget implications.
Merrill Center capital projects (items 9.13 and 9.14): Trustees discussed funding sources for improvements at the Leonard E. Merrill Center and clarified that certain TRS/TIRS 'waterfall' funds are geographically restricted and intended for capital projects within a defined boundary. The board approved interior lighting upgrades (item 9.13) and replacement of the electronic display boards (item 9.14) for the Merrill Center; both motions passed 7–0.
Closed session and grievance (Level 3 GF grievance): The board convened in closed session under the Texas Government Code and reconvened in open session at 9:05 p.m. A trustee moved to deny the Level 3 GF grievance (GF‑25‑012), thereby upholding prior hearing‑officer decisions; the motion passed 7–0.
