Katy ISD staff presented January budget amendments on Monday that district leaders said will have no net effect on the general operating fund balance but reallocate funding between functional lines.
Director of Budget and Treasury Esperanza Rios told trustees the General Fund amendments reclassify amounts among staff development, repair, supplies, memberships, student travel and software. She said approval would not change the operating fund balance because the moves are offsets.
Rios also presented a capital operating amendment to add $626,773 for life‑safety upgrades at 7 Lakes High School, Rhodes Elementary and Franz Elementary; staff said the work was approved previously and savings from the 2023 bond authorization will fund the adjustment.
Trustees asked about a roughly $9,000 line shown for police vehicle repairs. Administration explained two collisions involving district police cruisers required contracted repairs and the district charged repairs through risk management; some replacement and repair costs are budgeted in object code 6399 (noncapital replacement) when items fall below capital thresholds. District staff said these charges reflect insurance and risk‑management accounting practice rather than a campus program cut.
Trustees also discussed membership and travel lines — including a small $80 membership the commenter questioned — and asked staff to clarify policies about when the district pays conference memberships or expects staff to cover voluntary association dues.
Administration said it will bring the amendments forward for board action next week.
