Jackson County commissioners approve guardianship, clinical‑supervision contracts and OHA funding agreement

The Jackson County Board of Commissioners voted unanimously on Feb. 18, 2026, to approve three orders that the county said will support guardianship services, staff clinical supervision and state‑funded community mental health programs.
Order No. 58‑26 authorizes a Jackson County services contract with Killian & O’Halloran, Inc. The county said Killian & O’Halloran provides guardians for vulnerable individuals appointed by the courts and that, under an agreement with the Oregon Health Authority (OHA), OHA provides funding to Jackson County to compensate appointed guardians. Commissioner Randy Sparacino moved to approve the order; Commissioner Colleen Roberts seconded. Commissioners Sparacino, Roberts and Chair Rick Dyer voted aye and the motion passed 3‑0.
Order No. 59‑26 authorizes a Motivo Services Order Form, Master Services Agreement, and Rider with Motivo Consulting, Inc., dba Motivo Health. County staff explained Motivo Health will provide clinical supervision to Jackson County employees who are working toward licensure in mental‑health professions; the county said a different contractor provided that supervision in prior years. Commissioner Colleen Roberts moved to approve the order; Commissioner Randy Sparacino seconded. The vote was 3‑0 in favor.
Order No. 60‑26 approves 2026–2027 Intergovernmental Agreement No. 44300‑00054289 between the State of Oregon, by and through the Oregon Health Authority, and Jackson County for the financing of community mental health programs. County Administrator Danny Jordan cited Oregon Revised Statutes 430.610(4) and 430.640(1) as authorizing OHA to assist counties in establishing and financing Community Mental Health Program services. Jordan said Jackson County will cooperate with OHA to provide or contract for community‑based mental health, addiction and gambling prevention services only as set forth in the County Local Plan approved by OHA, and the county is not obligated to provide funding beyond that contained in the Agreement. Commissioner Randy Sparacino moved to approve the IGA; Commissioner Colleen Roberts seconded. The Board voted 3‑0 to approve the order.
All three motions passed by unanimous roll call (three aye votes). The Board adjourned at 9:44 a.m.
