Council awards culvert repair contract after 72-inch culvert failure; project budget set at $225,500

Newton City Council on Nov. 10 awarded a construction contract to repair a failed 72-inch corrugated metal pipe (CMP) culvert at North Frye and West 24th Street and adopted a budget ordinance establishing a capital project fund for the work.
Public Works and Utilities Director Dusty Wentz said the culvert failed on Aug. 16, 2020, creating a sinkhole adjacent to West 24th Street and a nearby gravity sewer line. The city solicited bids and received the following: Kemp Sigmon Construction $157,800; M&M Construction $178,340; and Hickory Sand Company $196,455. Wentz recommended the low qualified bidder, Kemp Sigmon, and asked council to adopt a total project budget that rounds the estimate to $225,500 to cover construction, 10% contingency, project engineering, and an unplanned excavator rental.
Council approved a Resolution of Intent to Reimburse, awarded the construction contract to Kemp Sigmon Construction Co., Inc. for $157,800, and adopted the budget ordinance to establish a West 24th Street Culvert Replacement capital project fund with an estimated total cost of $225,500. The contract award and budget ordinance were approved unanimously on motions from Council Member Jody Dixon.
