Sherry Long, Newton’s community development director, told council the city received the two grants and must adopt several administrative and compliance plans before grant activity can proceed. She said the council was being asked to adopt a Fair Housing Plan and complaint procedure, an Equal Employment & Procurement Plan, Section 3 and Section 504 plans, a Language Access Plan, and to adopt Catawba County’s Analysis of Impediments. Long also recommended approving the administration contract for CDBG‑V‑3531 and a project budget ordinance tied to Text Amendment 2021‑01.
The council voted unanimously to adopt the listed plans, approve the administration contract and accept the project budget ordinance. Council Member Jody Dixon moved for adoption, and Mayor Pro Tem John Stiver seconded the motion.
Why it matters: the administrative plans and contract set the city’s compliance and outreach framework for distributing federal CDBG funds, including fair housing and language access requirements. Council’s action allows staff to move forward with contracting and program delivery under the two awards.
