Council approves stormwater repairs, change orders and engineering contracts

Newton City Council on Jan. 5 approved multiple stormwater actions spanning change orders, engineering contracts and emergency repairs.
Public Works and Utilities Director Dusty Wentz said excavation on the 24th Street stormwater replacement uncovered an additional 45 feet of failed 60‑inch culvert pipe; Change Order 1 for $79,200 raised the construction contract to $237,000. Wentz reported project engineering of $48,900 and equipment rental of $2,927.11, yielding a total project cost of $288,827.11. Council approved Change Order 1, a capital project ordinance amendment and a revised intent‑to‑reimburse resolution unanimously.
Wentz also described a sinkhole at the old Public Works yard (208 E. 5th St.) where two 24‑inch storm drains and parallel sanitary sewer pipes were failing. Because of waterways and proximity to the sanitary line, Wentz said the project requires NCDEQ and Army Corps of Engineers review and an engineering firm; staff recommended McGill Associates PA. for design and administration and a budget amendment of $87,400 (including $2,100 for exploratory-dig reimbursement). Council adopted the engineering budget amendment.
Separately, Wentz said a culvert at 550 Technibuilt Dr. failed after Tropical Storm Zeta, and repeated rain events caused washouts of the city portion of the culvert. After rebidding the emergency repair, TransState LLC was the low responsive bidder at $26,750; council approved the construction contract and a budget ordinance amendment unanimously.
