Newton City holds CDBG-CV public hearing, approves citizen participation plan and sets second hearing

Sherry Long, Assistant Executive Director and Community Development Director, told council that Community Development Block Grant Coronavirus (CDBG-CV) funding under the CARES Act may be used for activities including rent, mortgage and utility payments for low- and moderate-income households, telehealth and public services, broadband support, testing and mobile services, and grants to support small business recovery.
Long said North Carolina had received $79,918,890 in CARES Act funding to address community needs and reviewed application limits discussed in the meeting materials (transcript reference: a maximum CDBG-CV application of $900,000; $850,000 if applying for economic development activities). She explained that applications must support telehealth/public services, protect vulnerable populations, assist small businesses, or address testing and tracing needs.
Council closed the hearing and voted to approve the Citizen Participation Plan. Council also set a second public hearing on the Community Development Block Grant – Coronavirus for Sept. 22, 2020 at 7:00 p.m. in the Newton City Council Chamber. No members of the public appeared to speak at the hearing.
The presentation emphasized that CDBG-CV applications are accepted on a first-come, first-served basis and that no local match is required for CDBG-CV applications. Staff noted a variety of eligible assistance types in the meeting materials and encouraged interested parties to consult the City’s Citizen Participation Plan for application details.
