Lapeer County commissioners voted Feb. 26 to extend one-year tentative agreements with POLC Unit A (Command) and POAM Unit B (Deputies), approved several personnel changes across county departments, and rejected a proposed Building Closure Policy after a roll-call vote.
Why it matters: The union agreement extensions and staffing changes affect county labor costs, the organization of services for seniors and mental-health programs, and the administrationof county facilities.
On labor: The board approved tentative agreement extensions for Jan. 1through Dec. 31, 2026 for POLC Unit A and POAM Unit B (Motions 61-2026 and 62-2026). Roll-call voting recorded four ayes and three nays, with Wise, Haggadone and Knisely voting in favor of the extensions and McMahan, Zender and Howell recorded as nays where specified in the minutes. The motions were recorded as carried by roll call.
On policy: A proposed amendment to the Lapeer County Building Closure Policy (Motion 60-2026) failed on roll call with three ayes and four nays. The minutes record the votes as Kempf, Wise and Haggadone voting aye and Knisely, McMahan, Zender and Howell voting nay; the motion failed.
On staffing: The board authorized the elimination of four full-time ABA Technician positions in Community Mental Health (Motion 52-2026) and approved creation of a part-time IT Technician and a full-time Professional BA in CMH Finance (Motions 53-2026 and 54-2026). The board also approved temporary transfer of the Senior Program Department to the County Administrator pending a restructuring plan and AFSCME negotiations (Motion 59-2026). Parks seasonal wages were increased (Motions 55-2026 through 57-2026) and a full-time Dietitian (Non-Registered, Pay Grade 18) position in the Health Department was authorized with a required transfer to the Registered Dietitian role upon credentialing within one year, contingent on a Letter of Agreement with AFSCME Michigan 925 (Motion 58-2026).
Whatcomes next: The County Administrator and Human Resources will proceed with the temporary transfer plan and negotiations with AFSCME. Structural personnel changes and any resulting budget adjustments will be brought back to the board for approval as required.
Attribution: Personnel and labor motions were moved and supported by members of the Personnel Committee; a roll-call record appears in the minutes for key votes.
