County zoning staff introduced Case 25 SUP 363 on Feb. 10: Indigo Acres (1048 Rock Island Road) requests a special‑use permit to construct and operate a retreat and wellness center that would include guest cottages, bathhouses, a lodge, and an event center for vendor markets, workshops, educational programs, farm tours, live music, weddings and community gatherings.
The applicant’s request describes two event scales: "small" events for up to 250 attendees (as many as 18 annually, no more than one per month at that capacity) and "large" events for up to 500 attendees (as many as six annually, no more than one per month). The application also seeks permission for up to 100 temporary campsites; staff and the Planning Commission discussed those campsites as dry sites.
Staff summarized the Planning Commission’s multi‑meeting review: the commission received the application in October 2025, held public hearings (November and January), asked the applicant for a reduced request and additional narrative, and then considered amended conditions. A motion to recommend approval failed on a 5–3 vote at the Planning Commission; county staff advised the Board of Supervisors to schedule a public hearing. During board discussion supervisors asked about campsite details, entrance location and VDOT permitting; staff said VDOT would need to approve any alternate access and that any SUP approval would still require a VDOT entrance permit.
The board voted to schedule the public hearing for March 9, 2026. Board members and staff noted that additional information about entrances, VDOT permits and the Planning Commission’s conditions will be part of the public record for the hearing.
