Commission OKs library MOU, $15,000 utility pole cost-share and other routine county actions

The Duchesne County Commission approved a batch of routine and substantive items on March 2, including intergovernmental, financial and personnel actions.
Moon Lake Electric poles: Public Works Director Mike Casper presented a preliminary estimate of $46,409 to relocate poles at Pole Line Road and State Street. Commissioners voted to pay $15,000 toward the material costs; Commissioner Tracy Killian moved the payment, Commissioner Jeff Chugg seconded. Killian and Chugg voted aye and Commissioner Greg Miles abstained; the motion passed. The commission discussed additional right-of-way needs for the project.
Library MOU: Library Director Daniel Mauchley presented a Memorandum of Understanding to establish a shared catalog system and materials exchange with Uintah County Library. Commissioner Jeff Chugg moved to approve the MOU and authorize the chair to sign; Commissioner Tracy Killian seconded and the motion passed unanimously.
UB Tech support letter and other approvals: Commissioner Greg Miles read a support letter for UB Tech’s grant application for a Well Control Simulator; the commission unanimously approved signing the letter. The commission also ratified a Temporary Beer Event local-consent form for Live A Little Entertainment Group and accepted three new business licenses presented by the Clerk-Auditor’s office.
Finances and payroll: Chief Deputy Clerk-Auditor Lexie Clayburn presented vouchers covering checks 172120–172197 totaling $446,570.30; the commission voted to pay the vouchers. Treasurer Stephen Potter requested a tax adjustment for parcel 00-0026-2869 to reclassify the property from secondary to primary for 2021–2022, remove penalty and interest and adjust approximately $4,000 in back taxes; the commission approved the adjustment with two aye votes and one nay (Miles). Human Resources presented payroll for the period ending Feb. 14, 2026 (213 employees), which the commission approved.
Consulting and minutes: The commission approved a Consulting Agreement with Gallagher, and Amendment No.1 to a consulting services agreement with Matt Yergensen allowing unused hours to be banked. The commission also approved the Feb. 17, 2026 combined meeting minutes and adjourned at 1:16 p.m.
No action was taken as a result of two closed sessions held during the meeting (one on personnel character/competence/health and one on pending or reasonably imminent litigation).
