Fulton County commissioners adopt tentative budget, approve HR change and routine expenditures

FULTON COUNTY — The Fulton County Board of Commissioners met Nov. 25 and conducted routine county business while taking several administrative actions that set up later approvals.
The board adopted the 2026 tentative budget as presented and scheduled final adoption for Dec. 30, 2025. Commissioners also approved routine minutes, payroll dated Nov. 28, 2025 ($125,126.16), and payables totaling $674,010.68 across multiple county funds.
Commissioners accepted a proposal from HR Administrator Mary Huston to amend Section 212 of the HR Manual on employee benefits and asked Huston to return with finalized language for formal adoption at a later meeting. The board approved a request to designate Veteran Affairs Director Richard Newman as working the equivalent of 30 hours per week so he qualifies for full-time benefits because of added state duties tied to the Disabled Veterans Real Estate Tax Exemption.
Other actions included approval of reappointment letters for two Conservation District directors; retroactive authorization for Chief Clerk Stacey M. Shives to execute Krivak Trust signatory documents related to the Treasurer's Office transition; retroactive approval of a travel request by the chief clerk; authorization for Interim County Treasurer Amy Bishop to obtain a county credit card; and approval of several vendor invoices, including William Penn Printing ($4,487.70), Elect IT Solutions ($9,854.00) and HART license and support ($11,815.00).
The board also approved a CCAP PCoRP final installment contribution of $45,442.00 (bringing total contribution to $151,474.00) and authorized submission of a Wellness Improvement Program grant application requesting $1,769.60 to reimburse drinking water and an automated external defibrillator for a recently purchased county building at 101 Lincoln Way West, McConnellsburg. A public bid opening for the sale of 119 North Second Street, McConnellsburg, produced no bids.
The meeting included a CDBG project kickoff via Zoom for the Warfordsburg Senior Center and an Election Board meeting (separate minutes on file). The commissioners adjourned at 11:45 a.m.
