Fulton County commissioners met on Jan. 6, 2026, for their annual reorganizational session, adopting board bylaws for 2026 and approving $229,387.17 in accounts payable and $122,828.46 in payroll. The meeting also included a slate of reappointments and committee assignments for the year.
The meeting opened when Commissioner Randy H. Bunch called the session to order; attendees recited the Pledge of Allegiance and there were no public comments. On motions by Commissioner Steven L. Wible, the board approved the December 30, 2025 Commissioners' Meeting minutes and the December 30, 2025 Salary Board minutes.
Commissioner Hervey P. Hann moved to approve accounts payable dated Jan. 6, 2026, totaling $229,387.17. The listed disbursements included $53,157.03 to the General Fund, $75,662.44 to Capital Projects, $28,783.34 to Debt Service and smaller amounts across several other funds. The board then approved payroll in the amount of $122,828.46 on a motion by Commissioner Hann.
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed provided updates from the Treasurer's Office during the meeting. Following that presentation, Commissioner Bunch moved to adopt the Board of Commissioners By-Laws for 2026, citing provisions found in the County Code and the Act of August 9, 1955 (16 Purdon, Sections 503 and 509 as amended); the motion carried unanimously.
On Commissioner Wible's motion, the board approved reappointments to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031) to stagger terms. Commissioner Hann moved to reappoint a set of county officials and contracts for 2026, including Solicitor Jim Stein & DSS Law, Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon and County Engineers Keller Engineers and CES Engineering; those motions were approved.
Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026, and Commissioner Bunch moved to designate the board’s committee and board assignments for the year, which the commissioners approved. The meeting record lists numerous assignments, including seats on the Permanent Salary Board, Assessment Appeals Board, Southern Alleghenies Planning & Development Commission committees and regional advisory boards.
Commissioner Hann moved to approve an RBA invoice for $7,957.31, and Commissioner Bunch moved to appoint Michael Beatty chairman of the Farmland Agricultural Land Preservation Board for 2026; both motions passed. The board held separate Annual Reorganizational Meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes are on file. Commissioner Hann moved to adjourn at 10:37 a.m.; the motion carried unanimously.
