Commissioners approve six private driveways for Pipestone Development in 3–2 vote

The Pipestone County Board on Feb. 10 approved a proposed six-driveway access along 8th Avenue Northwest for a new Pipestone Development Company residential project, despite a 3–2 split among commissioners.
Jeremy Whipple, president of Pipestone Development Company, appeared in person and Bolton & Menk engineers (Travis Winter and Jason Femrite) presented a traffic memorandum (Project 25X.140732). The memorandum referenced guidance from MnDOT’s Access Management Manual and concluded that the proposed private driveways are not expected to create deficiencies or safety concerns given the limited anticipated traffic impacts. Commissioners discussed the plan and Bolton & Menk’s recommendation before voting.
The motion to approve the six-driveway access passed with three yeas — Commissioner Chris Hollingsworth, Chairman Luke Johnson and Commissioner Dan Wildermuth — and two nays — Commissioner Doug Nagel and Commissioner Dallas Roskamp. The transcript records the vote but no amendments to the plan were made at the meeting.
Next steps: plan approval allows the developer to proceed with local permitting and site work subject to any other city or county permit requirements.
