Pipestone County awards $1.2 million state-aid overlay contract, schedules multiple road bid openings

Pipestone County commissioners on Feb. 10 approved a series of highway contracts and set multiple electronic bid opening dates for 2026 work, actions county engineers said are aimed at advancing planned overlays, bridge work and box culvert projects.
County Engineer Nick Bergman recommended awarding the 2026 State Aid Overlays to Duininck Inc. of Prinsburg, Minn., at the low bid of $1,204,554.53, contingent on county attorney review; commissioners approved the recommendation unanimously. Bergman also recommended awarding the 2026 Seal Coat project (SAP 059-030-016) to Morris Sealcoat and Trucking Inc. for $499,061.53; the board approved that award unanimously.
Bergman asked the board to approve right-of-way payments for project SAP 059-615-043 — $555.00 each to Michael L. and Heidi M. Landgren and to Kimberly M. Landgren — and to authorize a final payment of $26,101.50 to Knife River Corporation for CSAH 18 overlay (SP 059-618-040); both actions were approved by unanimous motions. He also presented equipment quotes and the board approved purchasing a pickup topper and a deck-bed storage unit from Radco, Sioux Falls, S.D.
The board set electronic bid opening dates at the Highway Department Office (600 4th St. NW, Pipestone): March 18, 2026 at 10:30 a.m. for SAP 059-625-002 (CSAH 25 regrade and pave) and SAP 059-599-154 (Osborne Township Bridge), and for multiple 2026 Box Culvert Contract #1 projects; an additional set of box culvert openings (Contract #2) was scheduled for April 9, 2026 at 10:30 a.m. Bergman said the public is welcome to attend the bid openings.
The engineers’ estimate for the overlays was $1,559,142.78, making Duininck’s low bid roughly $355,000 below the estimate, Bergman noted. Commissioners did not amend those recommendations during the meeting.
Next steps: county staff will proceed with the contract awards pending county attorney review and administer the scheduled electronic bid openings.
