Conneaut Council approves appointments, budget amendments and vendor payments

Conneaut City Council unanimously approved several emergency ordinances at its Feb. 23 meeting, including the appointment of Barbara Legeza to the Conneaut Port Authority and a reappointment to the Board of Health.
Barbara Legeza was appointed to fill an unexpired term on the Conneaut Port Authority ending Oct. 12, 2028 after Council suspended the three-reading rule and declared an emergency. The vote to enact Ordinance No. 14-26 was 7–0. The council later moved Ordinance No. 16-26, reappointing Shelley Vendetti to the Conneaut Board of Health for a five-year term beginning Feb. 12, 2026; that motion also passed on the same night by unanimous roll call.
Council also approved same-night budget adjustments and vendor payments. Ordinance No. 17-26 amended the 2026 budget through appropriations and intra-/interfund transfers; Ordinance No. 18-26 authorized payments to specified vendors pursuant to Section 5705.41(D)(1) of the Ohio Revised Code. Both measures passed after suspension of the three-reading rule and were adopted unanimously.
City officials said these measures are administrative steps to keep operations and planned projects moving. Finance Director Mr. Williams later noted that, if awarded, separate funds will be established for any grants or loans tied to projects authorized elsewhere on the agenda.
The meeting record shows motions to suspend and declare emergencies were made and seconded on the floor and supported by roll-call votes. The council adjourned at 7:57 p.m.
