Board approves Wilkinson Boulevard overlay and passes multiple routine items; speed study requires further review

When asked whether the overlay would affect her property, resident Carol Hartis was told the overlay would apply if the property is sold in the future, which could require 10‑foot sidewalks and other design measures.
The board also approved Statements of Consistency for RZ24‑05 and RZ24‑06 (both unanimous) and for RZ24‑01 (which matched the earlier 3–1 vote). On traffic, Watkins presented a speed study indicating average speeds at or below the posted limit on Tenth Street; Commissioner Dixie Abernathy asked that discussion of Chesterfield Drive be delayed until the November meeting.
During staff reports, Mr. Sturgis provided a downtown streetscape update (landscaping and As‑Builts underway); Town Manager Zach Ollis thanked emergency and public works personnel for storm response work; and Assistant Town Manager Watkins reported a $50,000 grant for the Riverlink Greenway extension and a larger, unspecified grant for the South Fork corridor.
The board handled several housekeeping and consent items and adjourned at 8:25 p.m.
