Council approves minutes, consent agenda and downtown 'Building Up Fit' grant; Kiwanis honors local officers

Newton City Council on March 3 took a series of routine actions and heard presentations and public comment. The council approved the Feb. 18, 2020 meeting minutes and voted to approve a bundled consent agenda that included tax releases, sewer adjustments, donation of surplus rescue equipment to Catawba Valley Community College, an application for an 800 MHz radio-equipment grant for the Fire Department, and a proposed financial contribution to fund a scholarship in the name of Mark Story.
During new business Council approved the Downtown Newton Development Association's proposed "Building Up Fit Grant," a reimbursement grant to assist investors with building upfits in the downtown district; Main Street Manager Shannon Johnson recommended that the DNDA administer the grant beginning March 1. Mayor Pro Tem John Stiver moved approval, Council Member Jerry Hodge seconded and the measure passed unanimously.
The Kiwanis Club presented its Police Officer and Firefighter of the Year awards: Master Police Officer Tou Ber Yang received Officer of the Year and Firefighter Andrew Gottry received Firefighter of the Year; Council Member Ed Sain presented the awards and Mayor Eddie Haupt and council members thanked the honorees.
In public comment, Sherry Sigmon, owner of Big Sig’s, thanked first responders for helping a friend during an A‑fib episode and urged council to work more closely with the Downtown Newton Development Association, saying the DNDA is "a volunteer group that works hard" and that some prior questions about the DNDA should have been handled privately. Council Member Jody Dixon also reported on attractions at the Newton Depot before the council adjourned by unanimous motion.
