Newton Council unanimously approves rezoning near Northwest Blvd for proposed office expansion

Newton City Council unanimously approved Rezoning #2020-01 at its May 5 meeting, allowing two parcels near the intersection of Northwest Boulevard (US Hwy 321 Business) and West First Street to be rezoned from R-20 Single Family Residential to P-1 Office and Institutional.
Planning Director Randy Williams told council the request covers a 0.84-acre tract (Catawba County PINs 3730-11-75-3168 and 3730-11-75-3360). He summarized the parcel’s zoning history, surrounding uses (single-family neighborhoods to the north and west, Willis Reynolds Funeral Home to the south, and First Baptist Church and commercial services to the east), and transportation context: Northwest Boulevard had a 2017 average daily traffic count of 22,000 and a five-lane cross section with capacity of about 37,400 vehicles per day. Williams said utilities are available and that the proposal is consistent with the 1988 Land Development Plan guidance for the site.
City Manager Todd Clark read a letter from applicant Kevin McMillan describing the planned office expansion. After closing the public hearing, council voted unanimously to approve the rezoning on a motion by Council Member Jody Dixon, seconded by Council Member Ed Sain. The Planning Commission had unanimously recommended approval at its February 25 meeting.
Staff noted development standards in the city’s zoning ordinance (buffers, screening, density limits and signage) would apply when the property is developed.
