Newton City Council voted July 7 to approve Plan Amendment 2020‑01 for Timber Creek Acres, which allows construction of a medical facility on a two‑acre outparcel at 2360 W NC 10 Highway in front of the Startown Crossing Shopping Center.
Planning Director Randy Williams told council the parcel remains zoned PD‑SC‑C (Planned Development Shopping Center‑Community) under the 2002 approved plan; the amendment would permit the new building location, parking and driveway configuration while the project must still comply with zoning, erosion control, and stormwater ordinances. Williams said the original plan required a sidewalk along the NC 10 frontage and a 15‑foot landscaped buffer on the north and east sides — features not shown on the developer’s submitted plan — and the Planning Commission recommended conditional approval requiring those elements.
Mayor Pro Tem John Stiver moved to close the public hearing and, following a second by Council Member Ed Sain, the council unanimously adopted the amendment conditioned on compliance with the 2002 plan provisions. The motion approved the location and site configuration subject to meeting zoning, erosion control and stormwater requirements.
