During the April 21, 2020 Newton City Council meeting City Manager Todd Clark read a phone message and three emailed public comments into the public record. The comments and manager’s report highlighted local concerns and upcoming municipal work.
Marie Ellis left a phone message, read by City Manager Todd Clark, saying large trucks traveling on South College Avenue disrupt daily life for residents on that street; Mr. Clark said he would look into the situation. Dana Ramseur submitted an email expressing concern over special appropriations the city has made to nonprofit organizations; the minutes do not state specific programs or amounts and say Mr. Clark would address the concern with the individual. Twyla McDermott thanked the council for streaming meetings and asked how Phase 3 of the Streetscape Project would affect businesses after the COVID-19 pandemic; the minutes record the question but do not include staff detail. Michael Waltuch emailed to ask the council to clarify the process businesses would need to follow to apply for funds for businesses negatively impacted by COVID-19; Mr. Clark said he would address that question with the inquirant.
In the City Manager’s report, Todd Clark announced dates for budget workshops (May 11, May 12 and May 13, with May 18–20 as possible additional dates) and listed other items that staff are preparing to bring forward: a rezoning request, a food truck ordinance, a sidewalk dining ordinance, Streetscape construction updates, an update on the Census, the start of the budget process, and permitting reports. The minutes also note staff work on utility disconnections and payment plans and an accounting of revenue losses related to COVID-19.
Council Member Ed Sain later reported on the Appearance and Recreation Committees. The meeting adjourned by unanimous motion. The minutes record the public comments and manager follow-ups but do not include substantive staff responses or timelines for resolving the citizens’ concerns; for implementation details or timetables the public should consult subsequent staff reports or contact the City Manager’s office.
