Newton council adopts budget amendments for vehicle repair, West A Street sewer work and health fund

The Newton City Council on June 16 approved three budget ordinance amendments addressing vehicle repairs, a capital project change and the city’s health insurance fund.
Public Works & Utilities Director Dusty Wentz told the council the city received a $4,250.09 insurance claim payment from Glatfelter Claims Management Inc. to repair a damaged sanitation vehicle and asked the council to recognize that revenue and authorize the expenditure. The council adopted the ordinance to allow the Public Works department to complete repairs.
Finance Director Vickie Thomas said the West A Street capital project approved in 2017 — originally intended as a bikeway and streetscape project — is being revised to include only the sewer portion of the work; the council adopted a capital project ordinance amendment and related revenue/expenditure adjustments for FY 2019‑2020.
Thomas also reported the city experienced higher‑than‑normal health insurance claims during FY 2019‑2020 and requested an additional $286,000 appropriation from fund balance into the Health Insurance Fund; council members adopted that budget ordinance amendment.
Each of the three ordinances was adopted by motion: the sanitation truck amendment was moved by Mayor Pro Tem John Stiver and seconded by Council Member Ed Sain; the West A Street capital project amendment was moved by Council Member Ed Sain and seconded by Council Member Jody Dixon; the Health Fund appropriation was moved by Council Member Jody Dixon and seconded by Council Member Anne Wepner.
