Newton approves $40,611 police server upgrade and accepts $47,101 COPS grant (total project $67,659)

The Newton City Council on Jan. 7 approved a budget amendment to complete a police server migration and accepted a U.S. Department of Justice COPS grant to improve radio interoperability for first responders.
Police Chief Vidal Sipe told the council the department had $23,360 encumbered in the current budget for a server and software upgrade but learned after beginning installation that Central Square (Superion, LLC) required a server migration that had not been communicated. Chief Sipe said the server migration was quoted at $16,880. He also said the department needs additional Microsoft licenses and another server with accessories from SHI at a combined cost of $23,731.24, producing a requested budget amendment of $40,611.24 to finish the migration, install and upgrade.
Chief Sipe also reported the department was awarded a U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) grant (#2019SVWX0102) for $47,101 with $20,558 in matching funds required. He said the grant funds would purchase two SLR5700 stationary repeater systems for school‑based radios and two P25 portable digital vehicular repeater systems for emergency services to improve interoperability with other first responders. The total budgeted cost for that project is $67,659.
Mayor Pro Tem John Stiver moved and Council Member Jerry Hodge seconded the police server budget amendment; the motion passed unanimously. The council also unanimously adopted the budget ordinance amendment to recognize the COPS grant and appropriate the funds.
