Bellevue utilities update: pump‑station, culvert assessments and data fixes steer asset‑management priorities

Jacqueline Knoth, Bellevue’s utilities asset manager, told the Environmental Services Commission on Jan. 8 that condition-assessment work completed in 2024–25 has produced actionable priorities for capital investment and improved the city’s long-term renewal forecasting.
Knoth said the utilities portfolio is large — more than 600 miles of water mains, almost 500 miles of sewer gravity main, roughly 400 miles of storm and surface water mains, dozens of pumping facilities and thousands of maintenance structures — and that the department has been strengthening its asset-inventory, condition-assessment and prioritization tools to support long-term stewardship.
"We invested in detailed evaluations of 10 pump stations — electrical systems, monitoring, ventilation, and pump vibration testing — and conducted failure-modes and criticality analyses to rank repair versus full‑rehabilitation needs," Knoth said. She told commissioners the pump-station work produced prioritized rehabilitation needs and, in a number of cases, a decision to pursue life‑extending repairs rather than immediate full replacement for multimillion-dollar facilities.
Knoth also described a culvert assessment covering more than 200 culverts that generated a near-complete inventory of structural integrity and capacity issues, a prioritized list for in‑pipe investigations or maintenance, and a GIS prioritization tool that ties environmental benefits (habitat gain, barrier removals) to structural priorities.
Staff highlighted data-quality work that will improve future analysis: engineers are correcting more than 400 orphaned CCTV inspection videos that were not correctly associated with assets in the database; those corrections feed the risk models and renewal forecasts.
On technology, Knoth said the department is evaluating AI tools for defect coding and condition assessment, noting that AI can accelerate defect-flagging in video inspections but that human validation remains essential before capital decisions are made: "AI can highlight where we might need to look, and a seasoned technician will still apply judgment about urgency," she said.
Commissioners asked how new housing or changing customer-class profiles would be handled in rate and class definitions; Knoth said the department monitors new connections and will evaluate creating new customer classes if changes are large enough and justified under state law. She also said staff plan a strategic asset-management plan (SAMP) update and a new maturity reassessment in 2026–27 and described continuing CIP integration to ensure renewal forecasts inform capital delivery.
What’s next: Staff will begin the SAMP update and additional condition assessments (including another 10 pump stations and large-scale CCTV of stormwater mains) and will return to the commission with status updates and the updated maturity roadmap.
