County staff describe roof leaks and power spikes at Hall Memorial; contractors to provide repair and testing plans

A contractor and staff described water intrusion concentrated at the building's rock facade and at expansion joints where flashing fails to seal gaps. Staff said temporary rubber patches were applied over PVC lining in some places; because rubber and PVC require different adhesives, those temporary repairs are inadequate and will be replaced. Staff identified several interior ceiling tiles with staining and said they will be replaced to meet inspection standards.
Inspectors recommended using a variable backer (described as a "stuffer" or backer rod) behind flashing to conform to the irregular rock surface and better seal gaps. Staff indicated Black Hills Roofing assisted in identifying problem areas and will prepare a written report with suggested fixes; the county expects contractors to return to implement repairs.
Separately, staff reported repeated power spikes measured at the hospital meter. The spikes' timing appears to coincide with generator testing, but staff said the exact source is not yet isolated. Commissioners and staff agreed to convene county electrical contractors and facility staff, add temporary sensors, and run diagnostic tests to determine whether generators, air handlers, refrigeration equipment or another source are causing the spikes. The county plans a Team/phone meeting with contractors and staff to review spike data and schedule corrective work.
No formal action was taken; staff said they will return with the contractor's written report and a testing schedule. Commissioners asked staff to coordinate with contractors and report back with repair timelines and cost estimates.
