Carter County asks departments for repair recommendations after storm; contractors to be solicited

Carter County commissioners and department heads spent a substantial portion of Jan. 15 discussing storm and hail damage across county facilities and vehicles and how to coordinate insurance supplements and repairs.
An insurance representative advised department heads to gather contractor estimates for roof and interior damage and to forward those bids to Travelers for review. The consultant said, based on similar large claims, Travelers’ supplemental review could take 30–60 days and recommended departments get multiple contractor assessments to support negotiations. Commissioners emphasized documentation and photos and asked department heads to produce written recommendations by March 12 on whether to repair, replace or pocket the settlement for each facility.
Commissioners and staff discussed the option of consolidating multiple repairs under a single contractor for efficiency, but several participants said complex facilities (notably the hospital and museum) may require specialized contractors and separate treatment. Departments with urgent needs were encouraged to obtain assessments sooner and to submit itemized contractor estimates to county insurance staff so Travelers can review them as supplemental claims.
The board noted that any decision to pocket settlement funds could affect future claims; staff advised that if funds are not obligated by the federal SRS timetable they may be returned to the U.S. Treasury, and urged timely public engagement on SRS allocations.
